Accounting standards applicable to employee future benefits: what Quebec-based companies do?

Several private sector companies will soon be finalizing their budgets for the upcoming fiscal year and preparing their financial statements for the current fiscal year. These must include the recognition of the costs for defined benefit pension plans (DB plans) and for group insurance plans offered to retirees (other post-retirement benefits).

Impacts of the Quebec budget on group insurance plans

During the unveiling of its budget on November 20, the Quebec Government announced several measures that could affect group insurance plans:

  • Elimination of the “15-year rule” for patented drugs
  • Increase in the compensation tax on insurance premiums and extension of its application
  • Adjustment of the health contribution based on income

Highlights of the Quebec specific survey on salary budget increase for 2011-2012

In the summer of 2012, the Ordre des conseillers en resources humaines agréés, in collaboration with Normandin Beaudry, invited Quebec organizations to participate in the second edition of the
Enquête québécoise sur les augmentations salariales, a survey on salary budget projections.

 

Some 178 organizations representing close to 250 000 employees completed the survey, allowing us to build a reliable database that reflects the realities of Quebec.  Data collected was analyzed by Normandin Beaudry’s compensation specialists so as to identify labour market trends and present salary projections budget projections for 2013 that reflect Quebec’s economic conditions.

Rates for Health Care Professionals in 2012

During the summer, Normandin Beaudry conducted its 15th annual survey of fees charged by health care professionals in Quebec. Since health care services provided by these specialists are generally covered by group insurance plans, we believe that the results of our survey will be of great interest to you.

Voluntary retirement savings plans (VRSPs): don’t get caught unprepared

The countdown has officially begun. If Bill 80, An act respecting voluntary retirement savings plans, remains unchanged when it is adopted, employers with five or more employees will be required to offer a retirement savings plan as of January 1, 2013.

New Financial Parameters for the Quebec Prescription Drug Insurance Plan

The Régie de l’assurance maladie du Québec recently announced the new financial parameters that will apply to the public prescription drug insurance plan for the period of July 1st, 2012 to June 30, 2013. One of the provisions of Quebec’s Act respecting prescription drug insurance provides for the revision of these parameters on July 1st each year to take into account the increase or decrease in plan costs.

Prescription Drug Insurance: RAMQ Position Update

Infrastructure Bonds: Why Consider Them?

Pension funds are now—more than ever—looking for secure, long-term assets that produce a high steady rate of income. For several years now, bonds related to infrastructure projects, particularly those structured as public-private partnerships (PPPs), have become increasingly popular and have taken on a growing position in bond indexes. For some organizations, certain values or ideologies might render these investments inappropriate. However, they have characteristics that meet the needs of many pension funds to manage their mismatch risk and some institutional managers have set up funds dedicated to infrastructure debt.
